In Wiesbaden, Germany, the U.S. Army restationing process is evident through significant military construction and development projects totaling over half a billion dollars. This includes the upcoming merger of U.S. Army Europe and the U.S. V Corps command headquarters, which will relocate to Wiesbaden within three years under the name „Seventh Army“. Major projects include a network warfare center, consolidated intelligence center, headquarters building, and a housing program to construct new dwelling units.
Preparations for these projects involve rerouting traffic, surveying groundwater and soil, clearing unexploded ordinance, and upgrading infrastructure such as water, sewer, electrical, heating, and telecommunications systems. Additionally, existing construction projects totaling $141 million in Wiesbaden, such as neighborhood revitalization efforts, a new lodge, bowling center, and flagship renovation projects, must be coordinated with the new MILCON projects.
The U.S. Army Corps of Engineers, as the construction agent, is developing land-use plans for facilities at Hainerberg and creating master plans, stationing plans, and integrated strategic sustainability plans for the Wiesbaden garrison. Collaboration with the U.S. Army Garrison Wiesbaden’s Directorate of Public Works and German construction management firms is leading to the proposal of a Transformation Stationing Management Office for streamlined communication and quicker project delivery.
The increase in Americans in Wiesbaden over the next five years, expected to grow from 12,000 to 16,000, has prompted transformation planners to engage with city administration officials who are supportive of the growth. The coordination between military and local authorities aims to facilitate the successful implementation of the restationing and construction projects in Wiesbaden.
